What Defines a Confined Space?
A confined space is a space which is both enclosed and also has a reasonably foreseeable risk to a worker of fire, asphyxiation, explosion or drowning. Confined spaces can be deadly which is why the Confined Space regulations were introduced in 1997 to protect workers and control the industry. The regulations also require workers to follow the necessary precautions needed to rescue a worker in the event on an emergency.
In order to follow the Confined Space regulations you must consider a hierarchy of control before commencing work. The first stage is to avoid entry where possible; in other words if work can be completed from the outside it should be done in this way. If work does require entry workers must follow a safe system of work, including emergency arrangements and use of proper equipment including a Gas Detector and Atmospheric Monitor.
